Directs the work of engineers to ensure the best practices around software development. Assigns work to software engineering personnel, evaluates and manages their performance. Recruits engineering personnel and supports technical staffing and project teams formation. Supervises the continuing support of and provides system metrics for client facing products. Presents practical input for strategic technology decisions. Supports the Technology Roadmap and Complies with all professional departmental as well as company best practices. May supervise reporting responsibility for independent software contractors, software engineers and outsourcing partners. Ensures software engineering personnel is suitably trained to perform all job function and suitably use project and software related tools. Accountable for complying with all laws and regulations associated with duties and responsibilities.NATURE AND SCOPEManages PeopleThis role directly manages 5 - 20 workersThis job reports to: Departmental LeadershipNecessary Contacts: To do this job effectively the incumbent has to be in contact with all levels of BCBSLA personnel.QUALIFICATIONSEducationBachelor's in Computer Science or related field requiredMaster's Degree in Business Administration is preferredFour years of related experience can be used in lieu of a Bachelor's degree.Work Experience5 years of business systems analysis and design experience with 2 years of leadership experience required.
